According to a report published by the Philippine Daily Inquirer on December 2, 2019, data from the Department of Health (DOH) showed that of the 5,729 HIV cases reported in the Philippines and listed in the National AIDS Registry, 1,501 were OFWs. Of these cases, 75% involved male OFWs.

- Testing Bias. Many OFWs undergo mandatory HIV testing as part of employment requirements, leading to a higher likelihood of detection in this group compared to others. The actual number of HIV cases in the Philippines is likely much higher than the reported figures.
- Proportion to Population. While 1,501 cases among OFWs may seem significant, it represents less than 0.25% of the estimated millions of OFWs worldwide.
The Bigger Picture
A key issue is the underreporting of HIV cases. Many Filipinos, whether OFWs or not, do not undergo HIV testing even when they belong to high-risk groups. This means the true number of HIV cases in the Philippines may be significantly underestimated. However, this uncertainty should not lead to complacency. - Condom Use. Using condoms is a proven method to reduce the risk of HIV and other sexually transmitted diseases (STDs). The emphasis should shift from identifying at-risk professions like OFWs or call center agents to understanding high-risk behaviors such as unprotected sex.
- HIV Testing. Encouraging routine HIV testing is vital. Early detection ensures timely treatment and reduces the risk of transmission.
